June 1966

Mr. Chiu Yan Tao

Mr. Chiu has worked with me on the Duke of Edinburgh's Award Scheme since its inception in 1961. He was almost entirely responsible for the translation of all literature from English to Chinese, for the initial introduction of the scheme into Chinese schools, Youth groups and other establishments, and for assisting me in establishing a set of standards for boys which were satisfactory to the Hong Kong situation. Since these days he has been almost entirely responsible for the organisation of pursuits classes, of all expedition training, of establishing opportunities for the boys to complete their Public Service section.

This work has meant long hours in the office dealing with administration and with the many boys who came for advice and information both on the scheme and on their private affairs, and evenings in activity with the boys. It has also meant many days and week-ends away from home organising and supervising training courses and expeditions.

Mr. Chiu has accepted this with a cheerful and unstinting dedication in the belief that he is serving the young people of Hong Kong and helping them to develop their talents and abilities. He has accepted every extra duty I have thrust upon him and has given careful and conscientious consideration to every aspect of his work. To me he has been a mentor in Chinese thought which has been most valuable.

Loyal, honest, hard-working, a friend to everyone, particularly the boys, I cannot give him too high praise for his efforts, and I would recommend him to anyone who required real service, coupled with dedication and thoughtfulness. He made a considerable impression on all those he met on his visit to the United Kingdom not too long ago, and did extremely well on his course at Aberdovey Outward Bound School. I am sure that the help he has given to many hundreds of boys will never be forgotten by them and I personally cannot thank him enough for all the work he has done to further the development of the Duke of Edinburgh's Award in Hong Kong.
