Outline:

identify important factual information related to the telecommunications sector

in Hong Kong

know the scopes of and relationships between important specialised and integrative

telecommunications issues

categorise telecom laws and regulations and understand their relationships
analyse different roles of the Hong Kong Government and mechanisms for making and

enforcing telecom laws and regulations

identify non-government organisations and entities and learn how they can influence the

making of telecom policies in Hong Kong

understand the importance of and know different entities’ ways of serving telecom users

and consumers

learn from problems, successes, failures in the past and suggest actions for the future
appreciate the importance of learning constantly, not only about technological aspects of

IT but also IT changes and impacts, which are multi-disciplinary in nature.

Notes:

1. Contents will be updated from courseware Dr Charles Lam has written for the Open University and several short courses conducted for HKPC and civil servants (titled: Telecom industry: its operations, present situation, problems and prospects)

2. Outline can be modified to suit specific organizational needs

Duration: half day or two half days, depending on the amount of trainer-participants interactions desired
